Nevertheless, an executive order issued by the U.S. Department of Energy on Saturday authorized the use of backup generation resources to prevent blackouts in the state. 512px\"><\/a><\/figure>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ercot-grid-conditions-hold\">Mass local power outages still affecting East Texas as ERCOT grid holds up<\/h2>\n\n\n\n<p>Much of Texas still has a few more days of dangerously cold weather. But the power grid has so far<a href=\"https:\/\/www.ercot.com\/gridmktinfo\/dashboards\"> held up<\/a> including through its tightest conditions, which were expected at 8 a.m. Monday, Gov.<a href=\"https:\/\/directory.texastribune.org\/greg-abbott\/\"> Greg Abbott<\/a> said.\u00a0<\/p>\n\n\n\n<p>\u201cThe grid has held once again, works absolutely flawlessly,\u201d he said during <a href=\"https:\/\/x.com\/MarkDavis\/status\/2015789588866826462?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\">a radio interview<\/a>. \u201cThat is because of everything that we\u2019ve done over the last five years.\u201d<\/p>\n\n\n\n<p>But there were still some large local power outages in parts of the state, particularly in east Texas near the Louisiana border.\u00a0<\/p>\n\n\n\n<p>There were more than 60,000 households and businesses without power in the state as of 10:30 a.m. Monday, according to <a href=\"https:\/\/poweroutage.us\/area\/state\/texas\">PowerOutage.us<\/a>. This was down from more than 130,000 affected customers Sunday morning.\u00a0<\/p>\n\n\n\n<p>Nacogdoches County remained the most affected area in Texas by total number, with more than 9,000 households and businesses \u2014 or 24% of the county\u2019s customers \u2014 still without power. In neighboring areas, around 55% of customers in Shelby County and nearly 40% in Panola County had no power, accounting for more than 15,000 households and businesses combined.\u00a0<\/p>\n\n\n\n<p>Travel disruptions continue with high numbers of flight cancellations and delays at major Texas airports. The most affected one so far Monday is the Dallas Fort-Worth International Airport, which has reported more than 600 cancelled flights, according to <a href=\"https:\/\/www.flightaware.com\/live\/cancelled\/today\">FlightAware<\/a>.\u00a0<\/p>\n\n\n\n<p>The National Weather Service is also urging drivers and pedestrians to continue taking caution as hazardous road conditions remain, with some areas potentially seeing<a href=\"https:\/\/www.weather.gov\/fwd\/\"> black ice<\/a> developed on untreated roads and County <a href=\"https:\/\/www.facebook.com\/harrisvotes?hc_ref=ARR0vFoAM0PJSjI9BZ-kwTV1hYB1m1Wfdk_4uoQwaJr4WboDExRoAZ-VOWGTauQGOpA&amp;fref=nf&amp;ref=embed_page\">closed<\/a> polling stations Sunday and Monday due to the severe weather, two nonprofits filed a lawsuit seeking to add two days to the early voting period for the runoff election of Texas\u2019 18th Congressional District.\u00a0<\/p>\n\n\n\n<p>The Texas Civil Rights Project said in a Sunday <a href=\"https:\/\/www.instagram.com\/p\/DT8m6zDD9v_\/?igsh=MW9vM2g4YnlkbTBwcg==\">social media post<\/a> that it has filed the lawsuit against the county on behalf of Houston Justice and Pure Justice, asking to add Jan. 28 and 29 to early voting.\u00a0<\/p>\n\n\n\n<p>\u201cWhile understandable in light of severe weather and safety concerns, these closures will make it impossible for some of Plaintiffs\u2019 members and other voters in Congressional District 18 \u2026 to exercise their right to vote in this important special runoff election,\u201d the lawsuit said.\u00a0<\/p>\n\n\n\n<p>The runoff election is between former Harris County Attorney Christian Menefee and former Houston City Council member Amanda Edwards, both Democrats. Both support the lawsuit.<\/p>\n\n\n\n<p>\u201cFolks in TX-18 have already gone nearly a year without a voice in Congress,\u201d Menefee said in <a href=\"https:\/\/x.com\/CDMenefee\/status\/2015514311695691780\/photo\/1\">a Sunday post on social media.<\/a> \u201cWe shouldn\u2019t have to settle for just five days to vote early in such an important election.\u201d<\/p>\n\n\n\n<p>The district hasn\u2019t had representation in Congress since the March 2025 death of U.S. Rep. Sylvester Turner.<\/p>\n\n\n\n<p>\u201cThis district has gone without its voice, without its vote, without anyone to advocate on its behalf of federal funding for far too long,\u201d Edwards told The Texas Tribune. \u201cWe are finally on the cusp of it getting its voice back and we want to make sure that as many people in this 18th Congressional District as possible have the opportunity to participate in this process.\u201d\u00a0<\/p>\n\n\n\n<p>The winner will hold the seat through the end of this year, but will have little time to prepare for the <a href=\"https:\/\/apps.texastribune.org\/features\/2026\/texas-march-2026-primary-ballot\/\">primary election<\/a> on March 3, which will effectively decide who represents the heavily Democratic district starting in 2027. The primary also includes U.S. Rep. <a href=\"https:\/\/directory.texastribune.org\/al-green\/\">Al Green<\/a>, who is changing districts after his district was <a href=\"https:\/\/www.texastribune.org\/2025\/11\/07\/texas-al-green-congessional-district-18\/\">redrawn<\/a> in the recent mid-decade redistricting, and Gretchen Brown, a candidate with defense policy experience.\u00a0<\/p>\n\n\n\n<p>In <a href=\"https:\/\/www.texastribune.org\/2025\/11\/17\/texas-18th-congressional-district-special-election-runoff-date-jan-31-houston\/\">the Nov. 4 special election to replace Turner<\/a>, Menefee finished first with 28.9% of the vote, while Edwards was second at 25.6%, out of 16 candidates.<\/p>\n\n\n\n<p>Harris County Clerk Teneshia Hudspeth\u2019s office didn\u2019t immediately respond to a comment request Sunday afternoon.\u00a0<\/p>\n\n\n\n<p>\u201cThe Harris County Clerk\u2019s Office will continue to monitor the evolving weather situation Greg Abbott on Sunday <a href=\"https:\/\/gov.texas.gov\/uploads\/files\/press\/DISASTER_January_winter_storm_IMAGE_01-25-2026_%281%29.pdf\">announced<\/a> that he\u2019s adding 85 more counties to his previous disaster declaration, which included <a href=\"https:\/\/www.texastribune.org\/2026\/01\/21\/texas-winter-storm-watch-prepare-ercot-grid\/\">more than 130 counties<\/a> before the storm\u2019s arrival to ensure communities could access all possible resources.<\/p>\n\n\n\n<p>In Austin, Mayor Kirk Watson <a href=\"https:\/\/x.com\/KirkPWatson\/status\/2015483553463636080\">announced<\/a> one death due to exposure during the winter storm. The order was issued under a federal emergency authority in the Federal Power Act and is in effect until Jan. 27.<\/p>\n\n\n\n<p>As of 8:40 p.m. Saturday, ERCOT\u2019s dashboard showed Texas\u2019 demand for electricity at 70,268 megawatts and a capacity of 92,778 megawatts.\u00a0<\/p>\n\n\n\n<p>The bigger test for the grid may come overnight and early Sunday when demand typically spikes as people crank up their heaters. ERCOT\u2019s forecast also shows demand could stay high into Monday morning. Wind gusts will only increase the chance of iced tree limbs breaking and potentially knocking out power lines.\u00a0<\/p>\n\n\n\n<p>\u201cThe window where we\u2019re going to be monitoring the most for any weather-related power outages is going to be [Sunday] afternoon as those gusty winds come through,\u201d Fowler said.\u00a0<\/p>\n\n\n\n<p>As of Saturday afternoon, more than 54,300 electricity customers in Texas were experiencing localized power outages, according to <a href=\"https:\/\/poweroutage.us\/area\/state\/texas\">PowerOutage.com<\/a>. Those were mostly affecting homes and businesses in the northeast and east area of the state.<\/p>\n\n\n\n<p>Texas officials expect the state\u2019s power grid to meet the demand for electricity through the prolonged sub-freezing temperatures forecasted for much of the state instead of repeating the catastrophic 2021 failure that killed hundreds of people. The Texas Oil &amp; Gas Association, in a news release on Saturday, said \u201cthere has been minimal impact to the overall natural gas production and distribution system,\u201d although there have been several reports of local and intermittent power outages in the Permian and Delaware Basins.\u00a0<\/p>\n\n\n\n<p>The Panhandle, West Texas and North Texas have already plunged into subfreezing temperatures. The storm\u2019s freezing line is expected to push through Houston overnight, Fowler said, when temperatures may reach the single digits.<\/p>\n\n\n\n<p>In West Texas, residents should largely be wary of dangerous road conditions and cold temperatures lasting into Monday. This is expected to cause roads, especially bridges and overpasses, to become slick and hazardous, prompting the weather agency to strongly discourage any travel. as North Texas braced for the winter storm.\u00a0<\/p>\n\n\n\n<p>In Texas, elected county judges oversee county government and act as emergency managers during disasters.<\/p>\n\n\n\n<p>In a statement to The Texas Tribune on Saturday morning, Jenkins\u2019 office said he \u201cprepared in advance ensuring emergency operations and coordination were in place\u201d before flying out, and that his trip was scheduled months ago.<\/p>\n\n\n\n<p>The county\u2019s chief of emergency services, Scott Forster, is leading the county\u2019s winter storm response efforts, and Jenkins\u2019 chief of staff has been \u201cempowered to sign emergency orders,\u201d according to the statement.\u00a0<\/p>\n\n\n\n<p>The county has not confirmed when the judge is expected to be back in Texas, and whether his trip is for personal or work reasons.\u00a0<\/p>\n\n\n\n<p>In 2021, U.S. Sen. Ted Cruz was fiercely criticized for taking a <a href=\"https:\/\/www.texastribune.org\/2021\/02\/18\/ted-cruz-cancun-power-outage\/\">trip to Canc\u00fan, Mexico<\/a> during <a href=\"https:\/\/www.texastribune.org\/series\/winter-storm-power-outage\/\">Winter Storm Uri<\/a> when Texas\u2019 power grid failed, leading to massive power outages and nearly <a href=\"https:\/\/www.texastribune.org\/2022\/01\/02\/texas-winter-storm-final-death-toll-246\/\">250 deaths<\/a>.<\/p>\n\n\n\n<p>Afterwards Cruz said that his trip was \u201cobviously a mistake.\u201d Ahead of this week\u2019s winter storm, Cruz was <a href=\"https:\/\/x.com\/shea_jordan\/status\/2013836413427417469?s=20\">seen on a plane headed to Laguna Beach<\/a>, which spurred a new round of questions and a bevy of social media memes. on the way as temperatures will remain below freezing through the weekend, according to the National Weather Service.\u00a0<\/p>\n\n\n\n<p>Fort Worth NWS meteorologist David Bonnette said there will be a break in precipitation in the early afternoon, but even more will fall later in the day.\u00a0<\/p>\n\n\n\n<p>\u201cThere\u2019s going to be another more widespread, a more robust, round of winter precipitation this evening and overnight,\u201d Bonnette said.\u00a0<\/p>\n\n\n\n<p>Meanwhile, the Panhandle saw a break in precipitation Saturday morning after snow fell overnight, according to Amarillo NWS meteorologist Peter Vanden Bosch. More snow was expected later Saturday afternoon into the evening.\u00a0<\/p>\n\n\n\n<p>It\u2019s -1 degrees in Amarillo, but Bosch said wind will make it feel around -20 degrees.\u00a0<\/p>\n\n\n\n<p>Temperatures weren\u2019t as cold in Central Texas where the high Saturday is an estimated 36 degrees, but that\u2019s going to fall to around 27 degrees by 5 p.m.\u00a0<\/p>\n\n\n\n<p>In the Austin and San Antonio regions, it was expected to rain until noon. Central Texas NWS meteorologist Eric Platt said that freezing rain is expected to fall near the Interstate 35 corridor in the afternoon as temperatures drop and the winter storm heads south.\u00a0<\/p>\n\n\n\n<p>Texans in the Hill Country are already seeing freezing rain, he said.\u00a0<\/p>\n\n\n\n<p>As of Saturday morning, nearly 46,000 households and businesses were experiencing power outages, according to <a href=\"https:\/\/poweroutage.us\/area\/state\/texas\">PowerOutage.com<\/a>. Temperatures in Amarillo and across the Panhandle also dipped into single digits late Friday.\u00a0<\/p>\n\n\n\n<p>The National Weather Service warned of wind chills in the northern tip of the Panhandle reaching lows of -17 degrees early Saturday. Wind chill is the combined effect of cold temperature and wind speeds on exposed skin.\u00a0<\/p>\n\n\n\n<p>Freezing rain and sleet could be seen in Wichita Falls that gradually increased through the evening. However, NWS forecasts expected the intensity of the precipitation to lessen into Saturday afternoon. <\/p>\n\n\n\n<p>Officials in the Dallas-Fort Worth region said that precipitation, combined with freezing temperatures, would also develop into sleet through Friday night and warned residents of the growing potential for ice accumulation on trees and power lines that could cause localized power outages.<\/p>\n\n\n\n<p>For Houston and the southeastern regions of the state, the more intense elements of the winter storm are expected to begin Saturday evening and develop through Monday morning. This was a major reason why tens of thousands of households and businesses in Austin went without power for days during <a href=\"https:\/\/www.texastribune.org\/2023\/02\/02\/austin-ice-storm-power-outages\/\">the 2023 winter storm<\/a>.\u00a0<\/p>\n\n\n\n<p>In turn, utilities in Austin and Houston have buried power lines in targeted areas.\u00a0<\/p>\n\n\n\n<p>More efforts to prevent falling trees from knocking out power are also underway. For instance, Public Utilities Commission of Texas\u2019 Chair Thomas Gleeson on Thursday said Oncor did vegetation management on 8,000 extra lines and replaced almost 20,000 additional distribution poles, following the passage of <a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=88R&amp;Bill=HB2555\">House Bill 2555 in 2023<\/a>.\u00a0<\/p>\n\n\n\n<p>And in case of local power losses, utilities\u2019 outage trackers are currently all \u201cup and running,\u201d Gleeson said.
