Some Texas cities and school districts have adopted similar policies, including the city of <a href=\"https:\/\/www.afscme.org\/blog\/now-the-workers-who-run-austin-help-speak-for-it-too#:~:text=The%20Austin%20City%20Council%20recently,member%20of%20AFSCME%20Local%201624.\">Austin<\/a> and <a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/education\/hisd\/article\/hisd-consultation-returns-20312706.php\">Houston\u2019s school district<\/a> \u2014 represented respectively by the American Federation of State, County and Municipal Employees, and the Houston Federation of Teachers. <\/p>\n\n\n\n<p>It would allow county employees to be represented by a labor union of their choosing, but would give county commissioners the final say over all personnel policies and salaries.<\/p>\n\n\n\n<p>Nearly 20,000 people work for the county, making it the <a href=\"https:\/\/hcoed.harriscountytx.gov\/docs\/publications\/LargestHarrisCountyEmployers2025.pdf\">sixth-biggest employer in Harris<\/a> last year.<\/p>\n\n\n\n<p>\u201cIt gives them a voice to advocate for good jobs, wages and benefits, working conditions and other needs so that they can enjoy life and dignity,\u201d said Commissioner Rodney Ellis, who proposed the policy to the five-member commissioners court, which includes County Judge Lina Hidalgo. <\/p>\n\n\n\n<p><a href=\"https:\/\/statutes.capitol.texas.gov\/?tab=1&amp;code=GV&amp;chapter=GV.617&amp;artSec=\">State law<\/a> prohibits public employees from collectively bargaining for contracts or going on strike, but does not keep them from being represented by labor organizations. Ellis said his proposal creates a communication process for a labor organization to discuss such issues with county representatives. <\/p>\n\n\n\n<p>\u201cThis policy just gives workers a true voice, a real seat at the table,\u201d he said.<\/p>\n\n\n\n<p>Local police and firefighter departments in Texas are allowed to <a href=\"https:\/\/statutes.capitol.texas.gov\/?tab=1&amp;code=GV&amp;chapter=GV.617&amp;artSec=\">unionize and collectively bargain<\/a>. Both departments in Houston have recently celebrated big wins: The Houston Police Officers\u2019 Union last year secured a nearly <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/police\/2025\/05\/02\/520457\/hpd-officers-to-get-36-5-salary-increases-over-the-next-5-years-according-to-newly-unveiled-contract\/\">37% salary increase for police officers<\/a>, and a year before, the Houston Fire Department negotiated a <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/city-of-houston\/2024\/06\/18\/490956\/houston-firefighter-back-pay-settlement-approved-by-city-council\/\">$1.5 billion settlement and labor contract<\/a> for firefighters.<\/p>\n\n\n\n<p>County employees would not be required to join the labor organization, but those who do would vote on which association would represent them. An association that receives at least 20% of employee support would be chosen outright. If multiple associations receive at least 20% of employee votes, an election would be held to choose one.<\/p>\n\n\n\n<p>Harris County, with nearly 5 million residents, is the third most populous county in the country, and Ellis said he hopes other Texas counties will adopt similar policies.<\/p>\n\n\n\n<p>\u201cHarris County workers keep the county running,\u201d said Ellis, whose precinct includes both of Houston\u2019s airports, along with several sports stadiums and universities. \u201cThey fix the roads, keep our parks clean and safe. They respond during emergencies. They make sure government works. They are the essential cog that keeps the third-largest county in the country operating.\u201d<\/p>\n\n\n\n<p>Commissioner Lesley Briones said she plans to vote in favor of the policy. <\/p>\n\n\n\n<p>\u201cIt is a win for our employees and for our community,\u201d Briones said. \u201cBy empowering workers\u2019 voices and creating a pathway for employee-centered input, we build trust, strengthen our organization, and deliver better results for the Harris County families we serve.\u201d<\/p>\n\n\n\n<p>Ellis said if commissioners approve the initiative, among the first concerns he expects employees to bring up include salaries and the county\u2019s <a href=\"https:\/\/hrrm.harriscountytx.gov\/Portals\/hrrm\/documents\/TeleworkPolicy.pdf\">remote working policy<\/a>, which currently allows employees to work outside of the office but does not guarantee the option.<\/p>\n\n\n\n<p>Ellis said he\u2019s hopeful he will have the support of the rest of the commissioners court, but Commissioner Tom Ramsey told Fox 26 last week that he\u2019s <a href=\"https:\/\/www.fox26houston.com\/news\/harris-county-commissioners-court-agenda-creating-talk-union-county-employees\">skeptical of <\/a>the idea. <\/p>\n\n\n\n<p>\u201cWe have many issues to focus on in Harris County, we don\u2019t need the distraction of trying to set up a union,\u201d said Ramsey, the court\u2019s lone Republican.<\/p>\n\n\n\n<p>Ellis reiterated that his proposal doesn\u2019t establish a union. <\/p>\n\n\n\n<p>\u201cIt professionalizes employees\u2019 (process) to have to be informed of their ability to receive representation before grievance disciplinary meetings,\u201d he said. \u201cThis does not allow for collective bargaining.\u201d<\/p>\n\n\n<p><!-- \/wp:post-content --><\/p>","protected":false},"excerpt":{"rendered":"<p>If passed, the policy would be the first for a Texas county.
